Abstract:
The United States embassy personnel literally go around in circles preparing for a presidential visit to the South American country of Colonia. The President will come only if the Foreign Service Officers at the embassy certify Colonia doesn’t have the secret nuclear weapons program that is widely suspected by some. A coup attempt, a visiting congressional delegation, a flood, and the President’s advance team spin embassy officers into even more diplomatic circles. Although embassy science officer John Pauley discovers the harrowing truth, the President sends the Vice President to Colonia in his place: and Colonia takes out its frustrations on John.
